Create a fuzzer for ComfortNoiseDecoder The fuzzer will hammer on the UpdateSid and Generate methods of ComfortNoiseDecoder. The change also includes a fix to an issue in WebRtcSpl_FilterAR, which was immediately found by running the fuzzer locally.
