Revert "Partial frame capture API part 3"

This reverts commit 126648763184b7e224d6c4a2f85efb4a9307378f.

Reason for revert: Partial Capture API is not needed, according to new info from the Chrome team.

Original change's description:
> Partial frame capture API part 3
>
